In the semi-autonomous Moldovan region of Gagauzia, young people seem to be at a crossroads, grappling with issues of identity. The direction the region will take depends on finding a balance between preserving independence, heritage and tradition and embracing opportunities for growth and cooperation at both regional and international levels.

Gagauzia, a little-known semi-autonomous region covering 1,848 square kilometres in Moldova's south, comprises a cluster of cities, towns and villages amongst mainly rural and agricultural landscapes. This unique region is predominantly inhabited by an ethnic Turkic group whose origins remain somewhat enigmatic. Presently, facing significantly worse economic conditions than Moldova's capital (Chișinău) and limited opportunities, young Gagauzians find themselves torn between preserving their community and embracing a more European-aligned lifestyle and outlook.

The ongoing war in Ukraine has forced many refugees to make tough decisions about their future. This is particularly true in neighbouring Moldova, where many Ukrainians are deciding to settle on a more long-term basis. Despite the difficulties of this new life, a large number of refugees are trying to make the best of the situation.

Olena Mustiats, 41, had only the most basic requirements when she fled Ukraine with her six-year-old daughter last March: safety, affordability and a local language she knew. Leaving from her native Odesa, in Ukraine’s southwest, Mustiats settled on Moldova and headed to the capital, Chișinău. “I chose Moldova because it’s closer [to Odesa] than Poland, they speak Russian there, and because prices at the supermarket are cheaper than in Poland,” Mustiats said. A year and a half later, Mustiats and her child are still in Moldova, with no plans, and limited options, to go anywhere else.

Russia’s full-scale war against Ukraine has become Europe’s biggest challenge of the last 70 years. Undeniably, it has pushed the EU towards change. For more than a year, the EU has been introducing unprecedented external and domestic policies: numerous sanctions packages, frozen and confiscated Russian state and private assets, measures towards strategic energy independence, joint ammunition procurement, and a reinforced fight against Kremlin-backed disinformation.

Europe’s active response to the millions of Ukrainian refugees who fled Russia’s invasion has often been viewed as a positive approach to migration policy. Despite this, the future remains uncertain for these new residents. Government decisions across the continent will now play a role in deciding not just the economic future of the EU but Ukraine itself.

Russia’s decision to launch a full-scale war in Ukraine has resulted in millions of Ukrainians fleeing the country via its western border. According to the United Nations High Commissioner for Refugees (UNHCR), as of April 2023, 8,174,189 people have been recorded as refugees from Ukraine across Europe. Exactly 5,044,039 of them registered for temporary protection schemes in Europe.

EU enlargement is about more than just geography and economy. This has become even more evident at a time when one European country is waging a brutal war of aggression against another.

The challenges facing us, not only in Germany and Europe, are immense. And we all know that we cannot master them alone, but only as the EU and NATO, that is the West in its entirety.

AGNIESZKA WIDŁASZEWSKA: How was Promote Ukraine (PU) established back in 2014 and what kind of activities has it been focusing on since then?

OKSANA BULDA: After the war started in Ukraine in 2014, there was a need to create a Ukrainian hub, so to say, to promote Ukrainian interests and share information about all of the developments related to the situation in Ukraine. At first, it was perceived more as a diaspora organisation but with time, given that Brussels is the heart of Europe, there was a need to launch wider activity. PU went through many transformations.

Many now talk about Ukraine’s potential membership of the European Union. However, there has been little discussion on how Kyiv could become a member state in a practical sense. A recent EU-funded event in the Ukrainian capital offered insight into the country’s prospects, ultimately laying out various positive, negative and middle of the road scenarios.

Russia’s increasing isolation on the global stage is creating opportunities for the EU across Eurasia. This is most clear in the South Caucasus, where frustration over Moscow’s actions may allow Brussels to play a key stabilising role.

The European prospects of Ukraine, Georgia and Moldova have become a key topic of debate since Russia launched its “special military operation”. Eager to protect their pro-western outlooks, the three states could soon gain candidate status with the EU.

In the context of the current crisis with Russia, can the European Union’s Eastern Partnership be able to recover some of the promise it had at the time of its founding? To what extent can it change without change inside the EU itself? Certainly, what the EU needs is not hard power but a hard edge.

In the midst of the greatest security crisis to engulf Europe since the height of the Cold War, the sixth summit of the EU’s Eastern Partnership on December 15th last year might easily be dismissed as a non-event. Whilst relations between Russia and the six members are a matter of high drama across Europe, the partnership attracts no more attention than a non-speaking part in a play. Provocative and discordant on most subjects, the international commentariat has no difficulty agreeing on one thing: the partnership’s irrelevance.
