The many dimensions of hybrid warfare

Georgia is in the midst of a hybrid war with Russia. Among the various tools used by the Kremlin, economic pressure has been arguably the most effective strategy that has been directed at Georgia since the 1990s.

Georgia-Russia relations give great insight into the currently fashionable subject of hybrid warfare. Similar to the idea of “fourth generation warfare”, which focuses on blurring the fronts between opposing sides and waging war by means other than head-on military confrontation, hybrid warfare is a more sophisticated way of using all of a country’s available resources to achieve a specific set of geopolitical aims.

A sea of insecurity

The Black Sea has always been an important geopolitical theatre. The November 2018 Russian attack on Ukraine’s naval convoy illustrates the Kremlin’s desire to assert dominance in the region and causing greater insecurity and uncertainty for those pro-western states that are situated along the sea coast.

The Black Sea, though serving as an extension of the wider Mediterranean space, has always been strategically important in global politics. The level of interest global powers have expressed in the region has varied from time to time, but the sea has its own merits as a space where historical steppe lands from the north, the isolated South Caucasus, the wider Middle East and the Mediterranean met each other.

Georgia between Russia and a rising China

China’s economic and military rise is arguably one of the central themes of 21st century geopolitics. As Chinese investment and interest in Georgia increases, Tbilisi must consider the geopolitical potential that a closer relationship with China might bring to a country long marginalised and weakened by Russia.

Like many other rising powers throughout history, China bears strategic imperatives that clash with those of the United States. Beijing needs to secure its procurement of oil and gas resources and to diversify transportation routes, as it currently relies on the piracy-ridden Malacca Strait. In an age of American naval dominance, the Chinese imperative is to redirect its sectors of economic dependence – as well as its supply routes – elsewhere.
