Armenia’s civil rights under scrutiny ahead of elections

Armenia’s democratic transition is entering a new phase as the country approaches parliamentary elections in June. While reforms have strengthened political competition and civil society, persistent institutional weaknesses and growing polarization continue to shape the landscape. The state of human rights will be central to how this next test unfolds.

Since the political transformation known as the Velvet Revolution in 2018, Armenia has undergone a significant process of democratic transition. The mass protests that led to the resignation of long-time Prime Minister Serzh Sargsyan raised expectations that Armenia would pursue deeper democratic reforms, strengthen the rule of law, and expand protections for fundamental human rights. In the years following the revolution, the Armenian authorities introduced several institutional reforms aimed at combatting corruption, increasing transparency, and strengthening democratic institutions.

However, despite these efforts, Armenia’s democratic transition remains incomplete. Structural weaknesses within state institutions, persistent political polarization, and unresolved regional conflicts continue to shape the country’s political landscape. As Armenia approaches the parliamentary elections scheduled for June 7th 2026, the human rights environment in which the electoral process will take place has become a central concern for domestic and international observers.
